Disciplinary Guidelines

FC Northwest Disciplinary Guidelines

JURISDICTION:
The FCNW Disciplinary Committee will have jurisdiction over the following:
  1. All match related offences during FCNW (Division 11 to 8 recreational) league and playoff games.
  2. All match related offences in City Wide Playoff games hosted by FCNW.
  3. All match related offences in FCNW hosted tournaments
  4. Violations of Codes of Conduct for all FCNW players, coaches and parents, including the Premier and Development programs.
  5. Violations of FCNW Club Policies by players, coaches or parents.
The Committee will also monitor FCNW players playing under both Winnipeg Youth Soccer Association (WYSA) and Manitoba Soccer Association (MSA) jurisdiction and will counsel any person attending hearings of these Associations.
VIOLATIONS OF GAME REGULATIONS:
  1. If a team refuses to finish a game, the FCNW Disciplinary Committee shall suspend them, pending a hearing. The team remaining on the field shall be awarded a default win.
  2. If both teams refuse to finish a game, the FCNW Disciplinary Committee shall suspend both teams, pending a hearing. In both above cases, a report by the Game Official must be filed to the District Disciplinarian in writing, within 24 hours of the abandonment of the game.
YELLOW CARD OFFENSES (CAUTIONS):
  1. Any player that leaves or enters the field of play without first receiving permission from the referee will be cautioned.
  2. Any player or team official, who shows dissent towards game official’s decisions, by word or action, will be cautioned.
  3. Any player who persistently infringes the Laws of the Game (i.e. commits several fouls over a short period of time) will be cautioned.
  4. Un-sportsmanlike behavior will be cautioned.
  5. Any deliberate delay of the game will be cautioned.

RED CARD OFFENSES (DISMISSALS):
  1. Any person committing two separate caution offenses in the same game will receive an automatic Red Card and be ejected from the game.
  2. Any person, who inflicts or attempts to inflict any form of violence (i.e. kicks, strikes, spits, threatens) against any person, will be ejected. Any such acts occurring before or after the game must be reported also.
  3. Any person who directs foul or abusive language towards any person before, during or after the game shall be reported and/or ejected from the game.
  4. Any player who denies a goal scoring opportunity by committing a foul or deliberately handling the ball will receive an automatic Red Card.
  5. Any player who commits Serious Foul Play (reckless challenge, etc.) will receive an automatic Red Card.
REPORTING INCIDENTS (CAUTIONS, DISMISSALS AND OTHER INCIDENTS)
Before the Disciplinary Committee can deal with any alleged misconduct by a player, team official, parent or spectator, it must have in its possession the referee’s report or the complainant’s allegation dealing with the alleged misconduct or violation. All game related incidents must be reported, in writing, to the District Disciplinarian within 24 hours of the infraction. The e-mail address of that individual can be obtained from the website under Board members. If a hearing of the Disciplinary Committee is required, it will be held within 3 days of receipt of the report.
DISCIPLINE
  1. Any team member ejected from a game or reported for any of the infractions mentioned above is automatically suspended for one game, which is to be served in the next scheduled WYSA sanctioned league, play-off or WYSA, MSA sanctioned game.
  2. Notice of pending further suspensions will be given to the team coach or manager verbally and/or in writing. The team member may participate again, after the one game suspension until written or verbal notice is received from FCNW regarding the aforementioned suspension.
  3. Any team member accumulating three cautions (yellow cards) in league or play-off games will be suspended for one game. The suspension shall be served in the next scheduled game after the team coach or manager is notified by FCNW either verbally or in writing.
  4. Any teams parents/ supporters that cause problems with the game or the game official will see their team placed with a bond or fine of $250.00 that must be paid within 7 days of notification. Failure to pay such fine or bond will result in suspension from play. Any further problems will result in bonds forfeited, and further fines imposed. The reassessment of the bond or fines shall be decided upon at the discretion of the Disciplinary Committee.
 
RECOMMENDED SUSPENSIONS: FIRST OFFENCE
  1. Person was guilty of Violent Conduct: 4 games
  2. Person was guilty of Serious Foul Play: 3 games
  3. Person used offensive, foul or abusive language: 3 games
  4. Person received a second caution in the same game: 1 game
  5. Person used foul or abusive language towards a game official: 4 games
  6. Person denied a goal scoring opportunity by handling ball: 1 game
  7. Person used physical contact or threatened a game official: Dealt with by MSA 8. Person receives third yellow card in season: 1 game
NOTES:
  1. Second offences in the season will result in the suspension being no less than doubled.
  2.  CSA Regulations state “ any person receiving a third dismissal offence in a year will receive a 1 Year suspension”.
  3. The above suspensions are “guidelines”. The Disciplinary Committee reserves the right to modify suspensions depending on circumstances involved.
  4. Suspensions may be given as “time” or by games, this is at the discretion of the Committee.
  5. FCNW reserves the right to suspend any person, from all or any specific soccer activity permanently, indefinitely, or for a stated period of time (see CSA Rules and Regulations).
  6. A person who has a suspension in games carrying over from a previous year, may register with a team so as to serve a suspension, but may not play until such a suspension has been served.
  7. A person who has a time suspension may not register until the date the suspension is completed.
HEARINGS:
  1. Hearings will be held at the discretion of the Committee.
  2. All repeat offenders will be dealt with by a hearing.
  3. All instances of alleged referee abuse will be dealt with by a hearing.
  4. Any form of violence by a person will be dealt with by a hearing.
  5. Non-violent offences such as deliberate handball will not require a hearing.
  6. The team coach and a parent or guardian must accompany all players.
  7. Failure to appear at a hearing will result in the person being suspended from all soccer activity until such time as they request a hearing. The fee for such a hearing will be the same as an appeal.
