Appeals Procedures

FC Northwest Appeals Procedure 

1. The Appeals Committee shall consist of 3 members of the FCNW Board who are not in a conflict of interest position. The Chair of the Appeals Committee shall be chosen from amongst the members of the Board and will only vote in the event of a tie.

2. Coaches, team officials, players or parents wishing to appeal decisions of the Disciplinary Committee or any District Official may do so by submitting a written summary of their complaint to the FCNW office in person or via email to GM@fcnorthwest.com.
3. The Appeal must be received by FCNW within 48 hours of notification of the disputed decision being received, and must be accompanied by a cheque for $150.00, which will be returned in the event of a successful appeal. The appellant, in his or her appeal, shall include the grounds why the decision should be overturned.
4. The board will be notified of the appeal submission, a committee shall be established and the appeal will then be passed on to the Chair of the Appeals Committee.
5. The Board shall assign the Appeals Committee within three days of the receipt of the appeal. A hearing shall be set within seven days of the Committee being struck.
6. The Appeals Committee shall inform the individual responsible for handing down the original decision of the appeal, which he or she may be present at the hearing, or may submit a brief written statement of his or her actions.
7. At the hearing, the appellant, if a minor, must be accompanied by a parent or guardian, and his or her coach. The appellant shall speak briefly as to why the assessed penalty shall not be applied as well as answer any relevant questions the committee may ask.
8. Witnesses of both parties may be present, but may not participate in the discussion unless invited to do so by the Appeals Committee.
9. The Appeals Chair, in writing, will issue the decision of the Appeals Committee to all parties within three days of the hearing. Appeals against a decision made by the Appeals Committee of FCNW may be made to the Winnipeg Youth Soccer Association or further to the Manitoba Soccer Association or Canadian Soccer Association.
